This is the sixth full Index report, which this year assessed 45 of the largest donors of aid and development finance.

Today, the country is marking a turning point toward ending the cycle of recurring humanitarian crises. At a high-level event in the capital Mogadishu, the 2018 Humanitarian Response Plan, seeking USD 1.5 billion to address the needs of 5.4 million people, was jointly presented with a Recovery and Resilience Framework (RRF), which outlines the way forward for recovery and longer-term resilience aimed at addressing the root causes of Somalia’s recurring humanitarian crises.
